Just like SPC, KanBan, and JIT Manufacturing, TPM is another concept to help you, the Manufacturer, understand your costs and better justify them to your customers.  Coast Tool has a portable, battery powered hand held collector that collects information based around an internal clock.  Information collected can vary but will include such events as:

Tool Adjustment Time, Tool Tryout Time, Break Time, Lunch Time, Meeting Time, Machine Up Time, Machine Down Time, Machine Breakdown Time, Setup Time.

The day's production output is compared with the available time and a correlation between uptime and downtime can be made.  Additional purchase decisions can be justified or nullified by evaluation what is causing the downtime.  TPM gives you the ability to understand what your real productivity levels are, machine by machine.
